Academy receives Pakistani foreign study tour group (November 14, 2016)

A nine-member delegation comprising the 105th National Management Course (NMC) foreign study tour of the government of Pakistan came recently to the Development Academy of the Philippines for a briefing on the Academy’s role in the Philippine government’s policy formulation and its function as one of the latter’s think tanks.

The NMC delegation was headed by group leader Naeem Aslam and also included Ambassador Masud Khan Raja of the Pakistani government’s Foreign Service who acted as deputy leader.  The group was accompanied by Ms. Saadia Altaf Qazi, Deputy Head of Mission of the Embassy of Pakistan in Manila, and was also composed of Aftab Alam, Muhammad Asad Islam Mahni, Abdul Ghafoor Baig, Mian Muhammad Jamil Afaqi, Saeed Javed, Syed Tahir Raza Zaidi, and retired Capt. Syed Waqar-ul-Hassan.

IMC-arranged

The delegation, whose visit was arranged by the DAP’s Institutional Marketing Center (IMC) headed by Merliza Makinano, was briefed on the role of the Academy in the government’s policy formulation and its function as a think tank, and also received briefings from other government agencies on the role of the public and private sectors in national development, and coordination among departments, among other subjects.

The other government agencies the NMC delegation visited are the National Economic and Development Authority, the Philippine Overseas Employment Administration, the Department of Foreign Affairs, the National Disaster Risk Reduction and Management Council, and the Department of Trade and Industry. It also visited the Asian Development Bank.

Another Pakistani delegation

Last year, a delegation from Pakistan’s National School of Public Policy (NSSP) also visited the DAP and was briefed on public policy.  The NSSP is a prestigious institution for training of civil servants in Pakistan.  It aims at building their capacity for undertaking the tasks of policy formulation and implementation at the tactical, operational and strategic levels.

The NMC is actually aimed at enabling senior officers of Pakistan’s Federal and Provincial Civil Services, those of friendly countries and allied participants as well as senior executives from the private sector “to understand factors bearing on formulation and implementation of public policy.” This is with a view of preparing them for assignments at the national policy level.
