Some 186 representatives from national government  agencies, government-owned and controlled corporation (GOCCs), other executive offices (OEOs), and state universities and colleges (SUCs) attended the series of  orientation on the FY 2015 Performance-Based Bonus (PBB).

The activities were conducted  by the A025  Inter-agency Task Force on the Harmonization of National  Government Performance Monitoring, Information and Reporting Systems (A0 25 IATF) through the Results-Based Performance Monitoring System (RBPMS) in August and September 2015 to inform government agencies about the key changes and latest requirements of the FY 2015 PBB guidelines.

The FY 2015 PBB guidelines under Executive Order 80 (EO 80) specify new requirements which include, among others, the use of Strategic Performance Management System (SPMS) as basis for ranking first and second level employees, compliance to Public Financial Management (PFM) reporting requirements, adoption and use of the Agency Procurement Compliance and Performance Indicators System (APCPI), and submission of the Annual Procurement Plan (APP).

Meanwhile, the Statement of Assets, Liabilities and Net Worth (SALN) will be used as criteria for the PBB payout to individuals. Thus, officials and employees who fail to submit the 2014 SALN are not entitled to the FY 2015 PBB.

Department of Budget and Management (DBM) Undersecretary Richard Moya, who also heads the AO25 Technical Working Group (TWG), urged the attendees to help the PBB system succeed by working together as a team.

“For this to work, kailangan paganahin nyo. We have to work with each other. You have to bring everyone  together. You have to explain the merit of the PBB and allow everyone to work towards the goal,” Moya said.

The Development Academy of the Philippines (DAP) serves as the administrative and technical resource institution of the AO25 IATF   composed of the Office of the Executive Secretary (OES), DBM, National Economic and Development  Authority  (NEDA), Department of Finance (DOF), and Presidential   Management Staff (PMS). PBB shows improved performance in government

Representatives from national government   agencies, government-owned and controlled corporation (GOCCs), other executive offices (OEOs), state universities and colleges (SUCs) claim that the Performance-Based Bonus (PBB) system has resulted in better planning, improved monitoring of performance, and greater intra-delivery accountability in their respective offices since it was first implemented in 2012

This was shared and discussed at a series of  orientation on the FY 2015 Performance-Based Bonus (PBB) guidelines “Now, we have an accurate reporting and evaluating system. In fact, we designated a system-wide secretariat just for this purpose,” said Dr. Francisco Lopez, Vice President for Planning and Development of the Ilocos Sur Polytechnic State College (ISPSC). He added that because of this approach, the ISPSC personnel were the first to receive the PBB in Region 1.

Meanwhile, Department of Justice (DOJ) chief of planning and statistics division Ryan Thomas  disclosed that PBB improved monitoring of  performance in agencies.“Dati, ang planning hindi  pinapansin. Ngayon, may sense of accountability na sa performance,” he added. (AO25 Secretariat)
