The Development Academy of the Philippines (DAP), through its Productivity and Development Center (PDC), conducted a series of Orientations on ISO 9001:2015 Quality Management System (QMS) to the beneficiary agencies of the Government Quality Management Program (GQMP) fromJune 16 to 24, 2020.

The DAP Project Team together with the participants from the Presidential Communications Operations Office, one of the 12 Beneficiary Agencies of the GQMP for 2020.

The series of virtual orientations aimed to provide the participants an overview of the concepts, principles, and requirements of ISO 9001:2015; clarify the roles and responsibilities of the QMS Core Team; and discuss the necessary steps needed to be undertaken to secure ISO 9001 certification. There were over a hundred participants who attended the sessions which were composed of key officers and staff from the different agencies, including the National Commission on Muslim Filipinos, Office of Civil Defense, Philippine Aerospace Development Corporation, Mindanao Development Authority, Presidential Communications Operations Office, and the National Printing
Office.

Arnel D. Abanto, DAP Vice President, welcomed the participants of the orientations. In his welcome remarks for all the batches, he highlighted the need for the Philippine government to ensure service continuity to the Filipinos despite the many challenges brought about by the corona virus disease. He continued that ISO 9001 QMS is a framework that will enable organizations to determine, assess, and plan for actions to address the positive and negative effects of risks, such as the corona virus pandemic, on the organization’s performance. He further emphasized that the beneficiary agencies made the right choice to still continue their participation in the program and pursue the establishment of their QMS despite the current limitations on doing face-to-face activities.

An offline Orientation on ISO 9001:2015 QMS was also conducted for the Municipality of San Vicente, Palawan due to limited internet connectivity in the area. 56 key officers, members of the QMS Core Team, and staff of the municipality were able to gain access to the session using asynchronous modality where they viewed the pre-recorded session materials on a designated schedule.

The Orientation on ISO 9001:2015 QMS is part of the 13 activities of the Technical Assistance on the Development of ISO 9001:2015 QMS project for the GQMP Beneficiary Agencies, a GAA-funded project of the DAP that aims not only to facilitate the establishment of ISO 9001:2015 QMS covering all processes of the agency, but also to develop a culture of quality and continual improvement to effect real change in their processes. This activity serves as the start of the 6-month journey of the beneficiary agencies towards establishing their own QMS.

Shifting to remote consultancy

The Technical Assistance on the Development and Expansion of ISO 9001:2015 for the GQMP Beneficiary Agencies will be delivered remotely utilizing a combination of online and offline trainings, workshops, and technical guidance sessions through the use of technologies such as virtual classrooms, video conferencing, tele-consultation, online assessments, and the like. The DAP-PDC believes that this approach will help its clients optimize the use of their resources while delivering the same results.

Offline technical guidance for the Municipality of San Vicente

On the onset of the pandemic, the PDC remains committed to helping agencies adapt to the new normal and provide a better response to the needs of the Filipinos. It continues to build capabilities of government agencies on the different productivity and quality tools and techniques, such as ISO 9001 QMS, as it redesigns most of its training, consultancy, and research services to remote delivery. This approach provides opportunities for the PDC and its clients to remain connected and engaged while working from their homes.

VP Abanto further hopes that this year’s GQMP beneficiary agencies will be among the first of the DAP’s clients to be certified to ISO 9001:2015 QMS under this new approach in consultancy.XXX
