The Development Academy of the Philippines (DAP) signed an agreement with the National Youth Commission (NYC) for the creation of a Competency-Based Human Resource Management and Development (CB-HRMD) Framework for the Sangguniang Kabataan (SK), Local Youth Development Officers (LYDOs) and the NYC through a signing ceremony between DAP President and CEO Engelbert Caronan, Jr. and NYC Chairperson and CEO Ryan Enriquez on November 8, 2019 at the Axiaa Hotel in Quezon City. The event was witnessed by DAP-Center for Organizational Development Program Manager Marietta Quevedo-Umbay, NYC’s Executive Director Julius Gutierrez, Regional Youth Development Division Chief Melanio Santella, Jr., Commissioner Representing Luzon Laurence Diestro and more than 80 SK chairpersons and leaders nationwide.

Under the agreement, the DAP will deliver technical assistance service  to the NYC by: (a) providing a comprehensive proposal for the creation of a Competency-Based Training Framework for the SK, LYDOs, and the NYC; (b) promoting understanding and buy-in of the CB-HRMD approach among NYC officers and employees; (c) identifying core, technical, and leadership competencies of the NYC and SK; (d) positioning NYC and SK profiles; (e) assessing the design’s matrix, guidelines, and tools; (f) assessing the procedures manual; and, (g) conducting the training program on CBA-SK.

The NYC being the highest policy-making coordinating body of all youth-related institutions, programs, projects, and activities of the government will receive technical assistance from the DAP to develop a more strategic human resource system enhancing its capacity to effectively harness its own human resources to fulfill its mandate and mission.

The DAP has previously conducted the SK Mandatory Training for the newly-elected SK officials of Mandaluyong City on May 20 and 26, 2018. Moreover, the Academy also conducted a pilot run of a three-day Basic Course on Project Management for SK officials last September 26-28 and October 20-22. The third and last run will be on November 24-26, 2019 in Koronadal City, South Cotabato. – Jeannalla Burns
