Overview of the Program

    The Master in Public Management major in Local Governance and Development (MPM-LGD) is a customized program designed for Municipal, City and Provincial Planners. This is a capacity building program that will support the reconstruction and rehabilitation of various municipalities affected by Typhoon Yolanda and deepens the public management skills and practices needed to move towards full development
The MPM-LGD is a 14-month 39-unit Master's Program that targets the 175 Municipalities and Cities in the Yolanda Corridor. The program will focus on four (4) Learning Domains: Public Management, Local Governance, Development Planning and Disaster Risk Reduction and Mitigation.

To cap the program, the students will be required to put in place a 5-Year Development Plan that will serve as the primary planning document for the Local Government as well as the Academic thesis that is required as a Masters' Program. This document will ensure its complementation with the Comprehensive Rehabilitation and Recovery Plan being initiated by the Office of the Presidential Assistant for Rehabilitation and Recovery in partnership with the Local Government Units.

Objectives of the Program

The Master in Public Management major in Local Governance and Development (MPM-LGD) aims to come up with a cadre of municipal and provincial planners who are and will be able to do the following: First, Public Ethical Leaders and Managers; second, Development Planners in the context of recovery, rehabilitation, risk mitigation and resiliency; and third, be Managers for Sustainability.

Specifically, at the end of the 14-month program, the students would be able to:

1. Deepen their understanding of local development processes through a larger public management framework.
2. Develop a new comprehensive 5-year town plan (SEP, LED, PFP, etc) framed by reconstruction, rehabilitation, mitigation and preparedness to:
  • a. Inculcate deep awareness of national, regional and sub-regional planning policy framework and guidelines as well as of topical planning issues;
  • b. Manage the process of community and stakeholders' convergence;
  • c. Institutionalize the monitoring and evaluation system to ensure sustainability of Legacy projects; and
  • d. Implement one action research drawn from the Local Economic Development Plan.

3. Strengthen and deepen the ethical anchoring of leaders and managers towards changing lives and building a community.
